I am no expert But I will tell you what I think. If that is fog then the dark blue areas might be liquid soaked soil. I think liquid because in Montreal I have only seen the phenomena when liquid water is present and ice or snow would appear bright. Could liquid water exist in sub-zero temps? It does in Montreal
